The main inclusion of the term in federal legislation before the transition governments came into power, was as a goal of the Law for Dialogue, Conciliation and Peace in Chiapas, adopted to discuss the settlement after the armed uprising of indigenous groups in South East Mexico in 1994. The law came into force in 1995 (Ley para el Diálogo, la Concliación Conciliación y la Paz Digna en Chiapas , 1995).
