Member States shall implement measures to achieve theobjectives of social and economic cohesion and environmentalprotection, which shall include energy efficiency/demand-sidemanagement measures and means to combat climate change, andsecurity of supply, where appropriate. Such measures mayinclude, in particular, the provision of adequate economic incentives, using, where appropriate, all existing national and Community tools, for the maintenance and construction of the necessarynetwork infrastructure, including interconnection capacity.
