The costs related to the activities of the ENTSO for Electricity referred to in Articles 4 to 12 shall be borne by the transmission system operators and shall be taken into account in the calcula­ tion of tariffs. Regulatory authorities shall approve those costs only if they are reasonable and proportionate.
