In fixing or approving the tariffs or methodologies and thebalancing services, the regulatory authorities shall ensure thattransmission and distribution system operators are granted appropriate incentive, over both the short and long term, to increaseefficiencies, foster market integration and security of supply andsupport the related research activities.
