Member States shall, upon implementation of this Directive, inform the Commission of all measures adopted to fulfil universal service and public service obligations, including consumerprotection and environmental protection, and their possible effecton national and international competition, whether or not suchmeasures require a derogation from this Directive. They shallinform the Commission subsequently every two years of anychanges to such measures, whether or not they require a derogation from this Directive.
