Member States shall create appropriate and efficientmechanisms for regulation, control and transparency so as toavoid any abuse of a dominant position, in particular to the detriment of consumers, and any predatory behaviour. Those mechanisms shall take account of the provisions of the Treaty, and inparticular Article 82 thereof.
